Board of Directors – Meeting Information

The Rescue Fire Protection District Board of Directors conducts regular public meetings to oversee District operations, establish policies, review financial matters, and make decisions affecting fire and emergency services provided to the community.

All Board meetings are conducted in accordance with California's Ralph M. Brown Act, which promotes transparency, public participation, and open government.

Regular Board Meetings

The Board of Directors holds regular meetings according to the following schedule:

• When: Second Wednesday of each month
• Time: 6:00 p.m.
• Location: As designated by the Board and identified on the published meeting agenda (normally the RSLS bulding).

Special meetings may be scheduled as necessary with proper public notice.

All meetings are open to the public, except for legally authorized closed sessions.

Meeting Agendas and Public Notices

Meeting agendas are posted in advance to provide the public with information about matters scheduled for discussion or action.

• Regular Meetings: Agendas are posted at least 72 hours before the meeting.
• Special Meetings: Agendas are posted at least 24 hours before the meeting.
• Posting Locations: District office and District website.

Meeting agendas and supporting documents are available for public review, except for information exempt from disclosure under applicable law.

Public Attendance and Participation

Members of the public are encouraged to attend Board meetings and participate in District governance.

Public comment is permitted on agenda items and on matters within the Board's jurisdiction that are not listed on the agenda. The Board provides opportunities for public comment in accordance with the Brown Act and established meeting procedures.

Board meetings are conducted by the Board Chairperson, with official actions taken through motions, resolutions, ordinances, and recorded votes. A quorum of three Directors is required to conduct District business.

Teleconferencing and Remote Participation

The Board of Directors may conduct meetings in person, through teleconferencing, or in a hybrid format combining in-person and remote participation, as permitted by California law.

When teleconferencing is utilized:

• Remote Access: The public will be provided with real-time audio or audiovisual access to observe the meeting.
• Participation Instructions: The meeting agenda will include instructions for accessing the meeting remotely.
• Public Comment: Members of the public will have an opportunity to provide comments through authorized in-person and/or remote participation methods.
• Board Member Participation: Directors may participate remotely in accordance with applicable law. All votes will be conducted by roll call when a Director participates remotely.
• Technical Interruptions: If a technical disruption prevents public access, Board action will pause until access is restored, or the meeting will be recessed or adjourned as required by law.
• Accessibility: Reasonable accommodations are available upon request to ensure meaningful participation by individuals with disabilities.

Teleconferencing is intended to improve accessibility and flexibility while maintaining public transparency and participation.

Remote participation is not guaranteed for every meeting. Members of the public should review the published meeting agenda for the meeting location, available participation methods, and any teleconference access instructions.
